Expenditures to change the exhaust pipe in 2010 Harley Sportster 883 iron?

I want to buy a 2010 Harley Sportster 883 and I put a Vance Iron & Hines BIG RADIUS EXHAUST. I just came from the dealer and they told me it will cost $ 1700. I was told that the exhaust cost $ 600, I need to get a filter and $ 200 USD 300 fuelpak. I guess the rest are tuning and installation. Is this really the case and there are alternatives? Thanks
