I don’t understand? Why do Harley Davidson dealers give test rides to beginners, but refuse experienced riders?

I was talking to a HD owner today, he has an older Fatboy, no big deal, and he was telling me he went to the local HD Dealer and asked for a test ride on a new HD, the dealer told him nobody gets test rides and at the same time they were giving a beginner that was never on any motorcycle before a test ride on a new HD.
I don’t know if he’s telling me the truth or the whole story or not, we were in a conversation agreeing with each other how rude and obnoxious this local HD dealer is.
I told him dealers will be more excited with new customers than customers that already own a HD and are more inclined to give them test rides, and a guy that already owns a HD would know what to expect with a test ride, the new bike will feel the same as his old bike and it wouldn’t excite him.
he’s not a friend, I don’t know the guy, we just ended up at the same place with our bikes and we were having a friendly conversation

Maybe because beginners do not know what they want exactly. Where as an experienced rider will have a higher probability of saying “no, I do not want to buy this” because they know what they want.
