No Big City Thunder screens eliminate the need for reassignment?

In a 2009 Harley Davidson Dyna Street Bob I can buy the big city baffles Storm Vance & Hines Big radius instead of having to go with the Screamin Eagle Race Tuner or reassignment of representatives and the new air intake? I have heard no such improvements runs the risk of burning valves or deformation of the head. I had thought about just drilling the baffles until I heard about this. Now I've decided to buy pipes, but I've heard yet to take that risk, without any updates. If the Big City Thunder baffles eliminates this would be great.
